Inter-Agency Security Management Network (IASMN)

The Inter-Agency Security Management Network (IASMN) brings together representatives of all partners in the UN security management network including UN agencies, funds and programs to coordinate security practices and policies across the UN system.

The executive heads have formalized the governance of security management for the United Nations system as a whole, as follows:

  • A comprehensive review of policies and resource-related issues pertaining to the entire United Nations security management system should be a standing item on the agenda of the High-Level Committee on Management. The Under-Secretary-General for Safety and Security or his/her designated representative should participate in such discussions
  • The High-Level Committee on Management will be supported by the Inter-Agency Security Management Network (IASMN), consisting of the senior managers who have oversight of the security functions within their agency
  • The Inter-Agency Security Management Network, which will be chaired by the Under-Secretary-General for Safety and Security, will meet at least once a year to review all existing and proposed policies, procedures and practices of the United Nations security management system and report and make recommendations on these to the High-Level Committee on Management
  • Between annual meetings, the Under-Secretary-General for Safety and Security may convene working group meetings among interested organizations to discuss specific security issues. The reports of the working groups will be provided to the Inter-Agency Security Management Network for review and endorsement
  • The Inter-Agency Security Management Network will monitor the implementation of United Nations security management policies, practices and procedures by all actors of the United Nations system, including the budget, and report and make recommendations thereon to the High-Level Committee on Management
  • The High-Level Committee on Management will review the recommendations made by the Inter-Agency Security Management Network and either decide on them or recommend to the United Nations System Chief Executives Board for Coordination how they should be implemented.

High Level Committee on Management (HLCM)

The High Level Committee on Management is responsible for ensuring coordination in administrative and management areas across the UN system. It is composed of the most senior administrative managers of the organizations of the system.

It iis responsible to the CEB for: coherent, efficient and cost-effective management across the UN system of organizations; identifying, promoting and coordinating management reforms that will improve services, achieve productivity improvements and increase efficiency and effectiveness across the United Nations system. It is currently examining current accountability mechanisms with a view to identifying best practice and providing guidance on increased collaboration on accountability and transparency.

HLCM is also responsible for maintaining dialogue with staff representatives on concerns of a system-wide nature and interacts when required with Member States in the United Nations fifth Committee. It meets twice a year and undertakes consultation and coordination on a continuing basis.

Chief Executives Board (CEB)

The Chief Executives Board (CEB) furthers coordination and cooperation on a whole range of substantive and management issues facing United Nations system organizations. CEB brings together on a regular basis the executive heads of the organizations of the United Nations system, under the chairmanship of the Secretary General of the United Nations.

In addition to its regular reviews of contemporary political issues and major concerns facing the UN system, on the basis of recommendations from bodies reporting to it, CEB approves policy statements on behalf of the UN system as a whole.

CEB is the successor body to the Administrative Committee on Coordination (ACC). It furthers coordination and cooperation on a whole range of substantive and management issues facing UN system organizations. CEB is supported by three High Level Committees, High Level Committee on Programmes (HLCP), High Level Committee on Management (HLCM) and United Nations Development Group (UNDG).
